REACH - How is the user affected?

REACH is directed not only at manufacturers of chemicals and companies placing
them on the market but also at the downstream users and ultimate consumers.
The objectives are to simplify Europe-wide chemicals law and to raise the level of
knowledge about the dangers and risks which may emanate from the chemicals.
The following rule is being introduced with REACH: No data, no market applies
to non-registered substances. This means that a manufacturer or importer may only
market a substance in the EU if this has been registered.
The new registration of old substances (they were placed on the market in the EU
before September 18, 1981; 100,195 until now, approx. 30,000 of which are in use)
as well as the burden of proof which is now incumbent upon the manufacturer/
importer and the user may be specified as the most distinct differences to the
old regulations.
